John Herbert is a retired United States army veteran, who served in WWII. During his service, he was kidnapped by German Nazi, Franz Gutentag, who knew he was gay and sent to a concentration camp.
Currently, John Herbert lives alone in a house on Spooner Street, with his only companion being a dog named Jesse. He spends his time kidnapping and molesting boys between the ages of 3 and 18. He has never been caught for kidnapping children and at no point, has anyone even raised suspicion about him. His primary target for molestation is Chris Griffin. He is not only sexually attracted to him, but legitamately in love with him and believes his life will be complete if he marries him.
Herbert made his first appearance in the episode "To Love and Die in Dixie", where he made a lot of inappropriate comments about Chris, while he delivered newspapers to his house. Chris and his family went on vacation for a few days, meaning that he'd take a break from his job as the paper boy, and when they got back, Herbert had left 113 messages on The Griffin's answering machine, each one inquiring about what happened to the paper boy.
John is the eldest member and leader of the Skull and Bones secret society, outranking even Carter Pewterschmidt as of terms of societal power.
